The first big shift came in late June 2025. The Ministry of Public Health reclassified cannabis flower as a controlled herb, and the PT33 prescription form came into use. The second shift came on 30 April 2026. Ministerial Regulation No. 2 B.E. 2569 was published in the Royal Gazette and tightened licensing for businesses that sell controlled herbs.
